The UNA would definitely be looking to keep tabs on any of the agents vehicles. Loki and Jason would not only have to quickly disable the tracking, but they would need to scrub the vehicle of identifying features/license plate. There is quite a lot of surveillance around New Amsterdam, and it is therefore possible much as it is today to track something or someone through this footage. That said, there is less surveillance in poorer sectors.
While this is doable, it would be quite risky and time-consuming. The vehicle would need replacement registration, which would need to be gotten illegally. Again, not impossible, especially given PC ties to gangs, but it would involve money and time.
