1. There is no PR spin. Nothing about these arrests is public knowledge, and the government in 2511 has enough failsafes in place to successfully veil what happened. In fact, as far as anyone's concerned, there are no arrests.
2. While there is uneasiness, as we've described, no one will be keen to discuss anything involving the event. Dissension will be largely emotional, rather than vocal. No one will be keen to show that they disagree with what happened - least of all because they feel that Morningstar isn't a good organization, but they don't agree with disrupting that many lives and risking the information getting out. It's more the failure that's the worrisome part: it's opened some eyes about what else might be done if there isn't someone disrupting it. That doesn't mean that anything will change.
As it is, there was no discussion within City Hall about whether or not this should happen. The UNA orders are absolute, and they would be used to not having a say in this matter.
