All of the previous ones were detonated during the UNA plot because they were widely used, so some new ones need to get set up. The one under the coffee house is ready to go, and there's one under an old arcade in the underground. Scouting these out and figuring out the paths will be a big help, especially to El and Gaby who need more eyes on the ground.
Beyond that, we figure it'll be a matter of Gaby and Marcos bringing eyes to this. Gaby's likely to talk to Rey about it. They'll need to figure out how to get moving on identifying people in need, helping them speak out, and even being creative in ensuring that they know they can ask for Morningstar help (mostly to promote the positive perspective on Morningstar as a whole).
In time, this has the potential of giving Marcos some more perspective on how Morningstar helps people reestablish themselves elsewhere, and where these people even go. There is a mystery involved with this, after all!
