I really like the "how are we gonna plan to get in there and help them" angle because it gives the opt-out something to do, so that it instead becomes "event approach a or event approach b" instead of "do event or do not do event."
I also think an event like this would challenge the Displaced to moral questions — do we take care of ourselves against the other NA citizenry, or do we do what we can to help them now that we're all in the same position. Since apocalypse fiction tends to lean towards the looting, etc. model of social behavior for apocalypse scenarios even if that's the less psychologically viable and realistic stance lol.
