Hi Kas!

They can get away with it, but things won't be functioning well. There won't be punishments within the society, so much as things won't be working well and the building manager (created to streamline this process after the fact!) will be annoying them and reminding them that they need to work. They may be assigned additional duties or expected to pick up where they've been left off, or even forced to go on more supply runs.

Otherwise, there's no strict disciplinary action within the underground safe haven. All of the harsh, scary stuff is limited to supply runs and potential capture.

We're envisioning this as something that Judas could've overlooked a bit, too. Back in the day, humanity had to suffer to survive, so he inserted bots to try to force this to happen. We added the building manager to make it so that Judas isn't completely incompetent, but food, work, etc. is mostly a "we do this because we need to survive" deal, and that's how it worked back in the day.
