The way we originally planned is for Judas to dress up the information to demonize Ling, but through this path, it's more likely that Cassian would begin to piece it together through bits of information, such as the remaining infrastructure that Riverstone has in place, as long as the longevity of that infrastructure (since it's been a part of Riverstone's identity since before the Xelkoven War). However, whether Ling's preparations had to do with foresight or if it was just happy coincidence will be up to Cassian to decide. (But, well, he's corporate scum, etc.)
