Hey Emma! We wanted to reach out to you and let you know that this plan can actually take place in Phase One. They can travel to the four gates and attempt to execute this plan, and we'd include the fallout of it in Phase Two. They wouldn't be restricted in any way from reaching those gates and can do so via the fast travel system.

Hopefully this clears things up - they just can't get to New Amsterdam right now.
