He'll want to establish some certainty that the UNA has been shut down. Right now, that seems likely, but he'll want to have a pretty compelling argument to make Pulsar redirect their resources.
Keep in mind that Tempo is hardly the only manufacturer for the UNA, so he'll want to make sure that this is an actual blow for the UNA to have these weapons redirected.

What we're saying is that Loki's efforts may have short term success, but he'll want to develop some long-term contingencies to ensure that it continues to go well. Undoubtedly, Pulsar should have some knowledge and paperwork about the competitive corporations in this field, so he'll want to use this "downtime" to identify them and get them to be just as reactive in the future landscape.
