The biggest thing they'll have to work out is a distraction. Getting into the base will be easier because none of the soldiers will have active neural implants, so they won't be as easily identified. They will, however, still have their training and ability to fight, but it's unlikely that any of the soldiers would be wearing armor (since that links up with their neural implant that they are currently without!). We suggest they cook up a distraction (like the one Cassius did in New Beijing before) and you can come back to us to ask if that would work!
In short, this does seem feasible, but a distraction or "means of getting inside" is the biggest kicker. Cassian won't be able to transport Kurt that easily as you suggested, so it's a matter of getting to him.
