The Kurt Fischer part heist and eventual propaganda can all be done before the sim is ended, or in the process of being ended! We're also cool if they decide to go after Kurt while waiting to round up people from New Amsterdam. The fast travel option means that they can move a bit more freely outside of the simulation.
However, convincing Fischer to speak out against the UNA even with promises of protecting his family won't go over well. Fischer's reconditioning (twiceover ...) has meant that he's not really going to be easily persuaded by association with his family. They'll definitely need to use WWX's powers at least for that to be a persuasive argument. WWX's powers will work far better on Kurt than they did during the EMP plot because he will have had some time away from the ALIGN program, but that won't change the psychological impact of everything that's happened to him.
