People look to him for leadership and trust his guidance; his rousing speeches and inspirational pep talks are quite influential. (He has to be actively using his power for it to work, it's not just a passive effect! And even if he is using it, it can be resisted, so anyone who doesn't want to play with this can just say their character successfully resists it.)
Background: • Because of his power he has a decent-sized group of followers among the general population - but he doesn't call them followers. That sounds like a cult (it kind of is but that just doesn't sound nice). He calls them his fans. And they're just a wee bit defensive of him. Watch out if you make any negative comments online. • He can also be deployed to get some good PR for the other Cardinals and/or calm angry crowds (yes, he will go out and spout propaganda about how Parliament Is Good all day every day if it benefits him). Or promote your product, or put down a competing product. He's pretty shameless honestly, he'll do whatever. On an individual level, he can threaten to ruin your reputation (or get a little darker and threaten to do something like make your parents/spouse/children hate you, but that would be a lot of effort to expend on his part). • He was an orphan adopted at a young age by Stephen Strange to be shaped into a good mouthpiece for Parliament. His original parents are unknown, and he's around 100 years old. • Amos Burton is his Shrike. • He loves the Quarry and personally backs Bucky Barnes (MCU flavor) in arena battles, because Bucky is clearly the coolest one. • A complete and total hedonistic jerk who does whatever he pleases and does not care for most people outside of Parliament aside from a select few. HATES rebels. Can be cruel and downright sadistic when he wants to be. He does actually want to be liked by other people in Parliament though, especially other Cardinals, so he'll be better to them.
