Background: First off, Akechi is not known to be a Shrike. To the world, he's a difficult child that received Loki's patronage, and he's attempting to make good on that. Right now, he doesn't act as a Carrion, as he prefers to stay outside of the Compound and prove himself.
His backstory is pretty straightforward: born to a mother who thought she could marry into Parliament, she had her birthing implant removed so that she could try to expedite the process. It didn't work, and she ended up dead. In this backstory, it's likely that she was killed.
Somewhere along the way, Loki took an interest in Akechi and helped him join the Shrikes. The two of them have PLANS.
He has a very active social media account stirring up drama here and there.
