This is partly because of IC advice he received, and partly because Jimmy's NPCer will ... need a break for a little. We'll be having him reach out to these people when it's time! We're happy to expand this reach in time, especially if people decide to go ahead with moon plans now that all of the character base is back in play.
2. Blue suppresses the powers through a parasitic relationship that it has with the characters. This isn't something that will be easily revealed ICly other than through deductive reasoning (which we're fine with characters coming to a conclusion about themselves!).
